Regional Resource Centre

The Ministry of Health and Social Welfare, Government of India started its Reproductive and Child Health Programme (Phase –II) in the year 2005. As a part of the programme ,Regional Resource Centres (RRCs) has been set up across the country with the objective of providing assistance and support for a range of programme management and technical intervention areas to the State NGO Committee, Mother NGOs/Field NGOs and Service NGOs.

The total Number of the RRCs across the country is eleven at present and Voluntary Health Association of Assam has been selected as the RRC of the North Eastern States including Sikkim.

The mission of RRC-VHAA is :

To facilitate and capacitate for providing quality reproductive and child health services through community and service based initiatives.

The goals set forth by RRC-VHAA are as follows:

Strengthening and broadening of alliances through dialogue amongst different stakeholders to consolidate VHAA's position as RRC.

Developing and implementing appropriate strategies, programmes to render RCH activities through capacity building initiatives of the MNGOs.

Positioning RRC as a platform/forum for assisting in formulation of state(s) level policies, advocacy and documentation of RCH related issues.

RRC's Activities :

The main activities of RRC-VHAA:

» Strengthen and carry forward the GO-NGO partnership; 
» Keep up a two way communication flow between the government and NGOs
» Provide technical assistance for the capacity building of all the concerned stake holders; 
» Liaison and coordinate between the Government Health Departments and the MNGOs, SNGOs etc;
» Document and disseminate successful approaches, innovations and creative strategies in RCH service delivery and community mobilization processes;
» Serve as a clearing house for training and communication material.
» Review of the activities conducted by the MNGOs.

RRC Programmes:

Training/Programme Components of the RRC for the Mother NGOs

Induction Training

» 2 and half a day 
» Familiarization with the MNGO Project
» Selection of un served and underserved areas with the help of district health society.
» Explanation about the preparatory activities and future planning
» Preparation of time line.
» Issuance of Certificate of participation by the RRC which mandatory to submit along with the request letter for release of the preparatory fund of Rs. 1 lac.

Base line Survey (1st)

» 5 Days 
» Familiarization with the BLS format developed by the Ministry of Health and Family Welfare, Govt. of India.
» Process of selecting sample and respondents for the BLS
» Process of taking interview from the respondents
» Process of FGDs
» Selection of RCH Indicators
» Field visit for mock interview and mock FGDs

Base Line Survey 2nd (Software)

» 3 days 
» Familiarization with the BLS software developed by NIC
» Demonstration on how to install and handle the software
» Practice session by the participants
» Linkage between data entry and data interpretation with help of the software. (selection of RCH indicators)

TOT on Project Proposal Formulation

» 4 days 
» Process of selecting core issues, Project Goal, Objectives, Strategies and activities from the BLS findings (FNGO wise)
» Process of preparing a budget and Timeline in relation with the activities. (FNGO wise)
» Process of preparing a composite MNGO Project Proposal by combining the Project Proposals of the different FNGOs.

Review workshop

» Review of the activities conducted by the MNGOs 
» Identification of problem areas
» Finding out probable solutions to address the problems.

Appraisal of Mother NGOs and Service NGOs

» Being conducted for final selection of short listed MNGOs and FNGOs     if required.
